This surface is deliberately empty. It ships in phase 8, after authentication, billing and the player database, because there is nothing to support until there are customers.
Access will be restricted at the network layer in addition to authentication, and every staff action — especially impersonation — will be written to an append-only audit log visible to the customer as well as to us.
